Kelly outdid himself on this one. "The Barely Legal is one of my favorite flies…Possibly my favorite fly actually" -Galloup. The pattern has recently taken a change from being tied with a conehead to a "Fish Skull". The Barely Legal has become many fly anglers "go-to" streamer for big trout.
